Yes, that's pretty much par for the course.

I've had ISPs refuse to cancel accounts by email, insisting that I must
call them (on their customer service line, with its built in 1 hour
delay), "for privacy reasons".

However, a fax to their head office usually does the job, a fax being so
much more protecting of privacy than email.
