The rear vehicle at fault disappeared in the mid 1980s if you can prove the
driver changed lanes without regard to the vehicles behind - road
conditions, type of vehicle, etc etc.

Truck insurance companies nearly always dispute a rear end (truck hits car)
accident at traffic lights and roundabouts as the car driver(s) is usually
at fault.
