How are they taking control? Of what?
You may as well argue that allowing an embassy on your soil is allowing
another country to take control.

I am just guessing here, but I believe that they want to be able to fire
live ammunition, drop real bombs etc in the context of jungle warfare.
That's why you wouldn't allow one in a residential area. Instead they
want somewhere REALLY remote.
