CTP coverage cannot be denied to any licensed driver, no matter how bad that
driver's record becomes - even if he/she has killed people while drunk
driving etc.
Plus - an injured person ( or dependant of a deceased) must find a lawyer
and sue the insurer in order to get one dime - in reality only a small
fraction of the harm done to people by road accidents is ever compensated by
CTP insurance payouts.

** Cyclists are just as liable under the law as a motorist for causing
injury or damage - the fact is they cause very little. Most bicycle riding
clubs hold PLI policies covering all their members and very few claims are
ever made.
