If they own a house it's part of their Rates (or it's supposed to be :).

It's all part of the consolidated revenue process. It pays for health,
roads, nursing homes, gay & lesbian mardi-gras. The point being that you
cannot legally drive a motor vehicle on a road without having paid a
registration fee. Pushbikes are the only road going vehicle which are exempt
from this, and for the life of me I can't see any logical reason for that.

Nor can I see any reason to dedicate part of any road specifically for their
use.
