Which probably isn't too bad.

And probably kill someone in the process. If they go ahead with this idea
and it leads to someone's death (which is inevitable), whoever signed off on
the idea should be charged with manslaughter. Everyone else involved should
also face charges, from those who came up with the idea, to those making the
order to fit the devices.
Regardless of their driving history, if anyone I knew was forced to have one
of these idiotic devices fitted I would provide them all the assistance I
could to remove the thing from their vehicle, or bypass it through some
other means.
