With the greatest of respect, your English writing skills are quite poor for
someone who claims to have a PhD and to have worked for 30 years at "top
level". Is English your second language? If so I would recommend hiring
a solicitor whom you trust and who want to take on the case to draft letters
to the relevant government agencies on your behalf. Go to more than one
until you find who you think is suitable to help you.
Your letter below is poor. The first step you need to take in getting
things done is to improve the quality of your letters.
