No. He was arrested on the basis of a German request for his extradition to
Germany to face criminal matters concerning his activities. The German law
applies to cover his activities outside Germany that extend into Germany eg
publishing hate material outside Germany that is brought into Germany. The
extradition arrangements allow for his extradition in this instance.
