I will be showing up at the DC Consulate in next few days with all
docs., and the large amount of cash needed, & will post what
transpires--
I find that in person, these processes are v. swift and friendly (at
least at the DC Consulate)

The failure to publicise these changes is strange - ex-pats tend to
contribute large amounts of GBP - visiting, buying things (cars etc),
and sending kids for various levels of educ. (well over $100 K in my
case, and counting). The period of 'Mandatory Residence' in a County
to get various County Discretionary and non-Discret. benefits is
another matter - I have found that token UK Income Tax payments work
wonders .. but enough said.
