John, the poster was probably referring to the documentation needed to go
for ILR when the probationary tme is up. Getting on the electoral roll is
debatable, but a letter from the authority explaining why she can't go on
the electoral roll is high-quality evidence when attached to a SET(M) form.
Same thing for council tax...
