Hi John,
When British Expats used to propagate to Usenet, this was a great
place to come for answers and advice. But now the Usenet forum is
pretty quiet, and as I noticed you've asked a couple of questions
about your application, you may find better luck (and a greater degree
of accuracy) by checking out BE:
http://britishexpats.com/forum/forumdisplay.php?f=35
It looks like the US Embassy site has some info on the situation
regarding the "domicile" issue:
http://tokyo.usembassy.gov/e/visa/tvisa-ivfaq.html#faq2
Also see: http://tokyo.usembassy.gov/e/acs/tacs-7114a.html (scroll
down to "Living in the US").
Perhaps you could get an appointment at the nearest embassy and verify
how best to answer some of these questions just to make sure nothing
goes awry?
I would probably answer "yes" on the traffic offense because she was
"charged" with running a red light. Unless it was one of those
situations where you get a ticket and in lieu of having it "on your
record", you are able to pay a fine and attend traffic school. You
could search BE because I"m sure this question has come up - I know
I'm just super paranoid about omitting information. I'd rather explain
it to the officer at the interview - e.g. it was a for running a read
light - than have to explain why I intentionally answered "no" to a
question.
Good luck with your application!
