I got my visa in 2006 by DCF via the US London Embassy. My wife, the USC, had
lived in the UK for 10 years and neither of us had jobs to go to in the US. In
my case I was retiring after 37 years in a UK government job and not really
planning on working again.
The London Embassy has the quickest DCF time but Paris is very close. It will
be about 6 months start to finish.
As to the I-864. You are required to show a US annual income of 125% of the US
poverty level for a family of your size. If you have no income you can use
assets which must value three years of the required income. When we did our
application we just used the equity value of our UK house. That was accepted
without any problem at all.
If you are unable to met the requirements of the I-864 you would need to find
a joint sponsor who could help out. Lots of people do that by asking a family
member to help.
