If someone is going to go to a newsgroup to ask for step by step
instruction, then I would advise they seek an attorney, as they haven't
the ability to do the research required for a do it yourselfer.
I had a lot of help from this newsgroup 8 years ago, but I wouldn't rely
on just a newsgroup for information. I did the research, asked
questions here, and did everything without a lawyer, including the
followup adoption of my stepdaughter. This site help me shortcut the
process by getting married in the US and then flying to Moscow to file
the I-130. This enabled a visa appointment in just 40 days after filing,
and the visa was granted that same day.

For anyone interested, right now my wife filed I-130 for her mother and
her mother filed I-485 to adjust status she decided this would
eventually be easier having to keep going through the B-2 visa process.
She was 3 1/2 months into the visit when this was done, and has filed
for Advance Parole, which we expect within a few weeks.
