I learn all of this from this wonderful newsgroup a few months over 8
years ago. I was lucky as I filed the I-130's directly with the INS
people at the Embassy in Moscow. They quickly approved it, passed it to
the Consular staff (State Dept) and 40 days from the filing date they
had the interview.

If it is taking 6 months for I-130 approval, maybe you can get them to
keep the other I-130 active until the child's I-130 is approved.
Or, you wife can wait until the last moment for the visa interview, then
she still has 6 months to use the visa. Then hopefully the I-130 will
be approved in the mean time.

One other piece of advice. Remember I don't know what is going on with
the child's father..... If you are going to adopt your stepchild, I
recommend getting the father's approval before the child comes to the US
Adopting the child also speeds up the process to the child becoming a
citizen (Reference: The Child Citizenship Act of 2000 )
