Hi group,
I was an active observer and occasional poster here between 1998 and
2002 and believe there was a post that stated that USCIS employees
were paid solely by the fees paid by future and current immigrants.

I've done various searches on the web and can't find a reference to
this.

Can anyone confirm this for me? (This could be why the fees more than
doubled at some point last year).
