The appointment letter probably gives instructions what to do if you
can't be at the appointment. The letter goes to the biometrics office
and should say something like:
"I cannot come on that date but I can come after Feb 14,2009 (or
what ever date is convenient). " ; send it with a copy of the
appointment letter (and id if convenient to do so) to the office as
instructed on the letter.
and have the prints done there in Florida. I believe there is not a
straight forward way to change the location (seems like it should be OK
but who knows what systems are in place.)
If your friend wants to try, he should get a copy of the appointment
letter from his wife and take it down to the Boston biometrics office
(usually not the same as the USCIS office) and ask them. You can
probably locate the office on the USCIS web site. Depending on
security, it may be easy to speak with someone or not.
My experience with the USCIS is that if you follow their system, the
results are better than if you try to have them alter their system.
Probably the only problem about delaying fingerprinting in Tampa would
be a slight, if any, delay in getting his green card. If it were me,
I'd just delay the Tampa appointment.
Good luck to him and congratulations. My wife and I went through this a
few years ago and it was much harder and longer (3+ years). :P
