The only way to implement ID cards properly is to have some biometric
information stored on the card and a hude database of all the information on
all of the cards.

It then becomes very difficult to clone the cards.

So store everyones DNA info in a big database, and issue everyone with a
card containing the same info. To identify someone reliably you need to
cross reference the card data eith the database, them you have the biometric
info as a double check.
