So your view is that *you* know better than ALL the road safety
organisations, ALL police forces, and the people responsible for the
highway code.
You drive to your view. The rest of us will drive to what all those
qualified to know tell us is a safe rule.

So (in your opinion) they are even more wrong, since it is *only* at
speeds *above* 40mph that it is recommended (the HC actually just says
"in fast moving traffic", but most other references I have seen
specify over 40mph).
