That right rests with the police initially, and then the CPS. It is a
*man* given right, not a God given right.

And right at the start, someone else often has to decide whether or
not to bring it to the attention of the police in the first place.

If your boss were to notice that you used a scrap of office paper to
write out a shopping list, do you believe that it should be mandatory
for you to be prosecuted for theft?
