A Portsmouth councillor has been arrested by police over allegations of
corruption, it has been revealed.

Jezz Baker, who is a member of the city's planning committee, was arrested
on Tuesday by detectives investigating a complaint by a member of the
public.

Councillor guilty of killing gull A Devon district councillor who shot a
seagull to stop it spreading disease has been found guilty of intentionally
killing a wild bird.

Dr Brian Boughton, 62, of South Ford Road, Dartmouth, used an air rifle to
shoot the seagull that had nested in his roof.

He denied the 1981 Wildlife and Countryside Act section 1(1)A offence.

He was conditionally discharged for a year and ordered to pay £400 costs by
Totnes Magistrates on Wednesday.







Ex-mayor's computer images arrest A former leader of Swansea Council has
been arrested after indecent images were allegedly found on his
council-issue laptop computer.

Lawrence Bailey, 51, has "emphatically denied" the claims and was given
police bail following his arrest on Friday.

The councillor said he had given police his complete co-operation.

A former Lord Mayor of Swansea, he stood down as Labour leader in 2004 after
the party lost power in the city for the first time in 25 years.

In identical statements given to the Swansea-based Evening Post and the
Western Mail Mr Bailey said: "My family and I are shattered by these events
and we are anxious for the matter to be resolved quickly.

"I have emphatically denied these allegations and following my brief arrest
on Friday evening, I was released without charge the same night.

"I have given the police my complete co-operation in their investigations
and am in no doubt that this matter will be fully resolved."

Mr Bailey is a Labour county councillor for the Birchgrove ward in the city.

A spokesman for South Wales Police said: "We have arrested a 51-year-old man
in relation to possession of indecent images.

"He has been bailed pending further inquiries."

LABOUR party canvasser David Harding, 48, of Hornchurch, Es. was convicted
of assaulting Robert Benham, 25, parliamentary assistant to Romford MP
Andrew Rosindell.

Havering Magistrates heard the assault took place outside Romford Railway
Station on 4 May, 2005.

On Tuesday campaign manager Harding, a married father-of-two, was ordered to
serve 100 hours community service.

He was also convicted of using threatening or abusive words or behaviour
after the incident.

Harding had been part of two competing groups of Tory and Labour canvassers
who had gathered outside the railway station.

Labour worker 'groomed teenager'

A former Labour Party organiser abducted and took to bed a 13-year-old boy
he had groomed on the internet, a court has heard.

Peter Tuffley, 28, was working in the North West when he met the youngster.

Mr Tuffley and the boy swapped emails before kissing and cuddling at the
regional organiser's Liverpool home, Bolton Crown Court heard.

Mr Tuffley, now living in East Sus., denies grooming, child abduction and
.ual activity with a child.

The youngster's parents had called police after he failed to return home.

Mr Tuffley was arrested the next day - telling officers he thought the boy
was over 16.

Internet chatroom

Mr Tuffley, who now lives at Pipersfield, Ridgewood, East Sus., has since
resigned from his position with the Labour Party.

When police checked Mr Tuffley's computer they found an exchange of messages
between the two, which the prosecution alleged showed Mr Tuffley must have
known he was underage

The boy, referred to in court as Boy A, first contacted Mr Tuffley through
an internet chatroom and dating website.

The youngster, then aged 13, claimed to be 18 on the website, was gay and
from the North West.

But he told police later he had admitted to Mr Tuffley he was still at
school - but had said he was aged 15, not 13.

Mobile phone text messages and emails between the two were shown to the
jury.

"You can see from the content they demonstrated a childish infatuation from
boy A for the defendant and the defendant was interested about meeting him,"
Geoff Whelan, prosecuting, said.

'Willing participant'

After more messages were exchanged the boy, who is from Bolton, asked to
meet up and Mr Tuffley agreed.

One message from Mr Tuffley read: "I will get your drink in, you little
alky. I hope we can manage more than a minute when we do it."

On 12 March, Mr Tuffley is alleged to have picked the boy up from school,
before driving him driving back to his flat.

They watched videos then got into bed together, the court heard. The boy
said they kissed.

Tuffley told officers the boy's internet profile claimed he was 18 and he
assumed the youngster was in the sixth form at school.

Mr Whelan added: "The key issue is age. There is no doubt boy A was a
willing participant in whatever activity took place.

"The problem for the defendant is boy A was a 13-year-old boy. A child in
the eye's of the law. There is ample evidence the defendant knew his age."

The case continues.

Labour Councilor, David Tomlin is looking at a possible jail sentence
for dishonestly claiming £6,500 in benefits.

A shamed Tees councillor was today facing possible jail after he
dishonestly claimed £6,500 in benefits.

He has resigned from the Normanby Labour Party but has not said
whether he will step down as a councilor.

No wonder the voters are switching to the B.N.P.

Granny-Beater Labour Councillor Nov 2006-11-14

Doug Haw got pissed and punched his 83 year-old widowed neighbour in the
face leaving her bleeding. The respect agenda has clearly not reached
everyone in the Labour party, he has resigned as a councillor and quit his
job as Labour MP Mark Todd's agent. He was sentenced to nine-months jail
time.

Haw is also currently awaiting magistrates' court trials over two separate
charges of assault and criminal damage.





Ex-council leader's election ban

The former leader of Hull City Council, Colin Inglis, has been barred from
standing for his own party at next year's local elections.

National officials meeting in Hull on Sunday decided to extend his
suspension by five months until 31 May 2007.

That means the Myton ward councillor will be unable to stand for Labour at
the local council elections on 3 May.

Mr Inglis had breached party rules, including supporting a no-confidence
vote in the ruling Labour group.

That paved the way for the Liberal Democrats to take control of the council
last May.

Mr Inglis told BBC Look North that he wanted to continue serving as a
councillor and was considering his options, including whether to stand as an
independent.

He was originally suspended by Labour 18 months ago when he was arrested and
charged over child abuse allegations dating back to the 1980s, when he was
employed as a social worker at a residential home in east Hull.

He was cleared of 10 charges of indecent assault in July after a two-week
trial at Leeds Crown Court.

Election candidate is suspended

The Labour party has suspended a candidate standing in the Mansfield
District Council elections over allegations of breaching election law.

Victor Jennings was the Labour party candidate in the Birklands ward.

The party told the BBC it was no longer endorsing his candidacy and he had
been instructed to make a full and frank statement to police.

Nottinghamshire Police said an election fraud allegation was reported over
the weekend and was being investigated.

The Labour party said Mr Jennings had been suspended from the party with
immediate effect following allegations of a "serious breach of election
law".

In a statement, issued through his solicitor Paul Bacon, Mr Jennings said he
accepted his nomination form was invalid and was currently waiting to be
interviewed by the police.

He added: "I accept my responsibility. I wish for voters in the Birklands
ward to know this in advance of the election so that they do not waste their
vote in trying to elect me on Thursday.

"I thank the people who have supported me so far and very much regret my
actions."

Councillors probed over interests

An independent consultant is reviewing personal interests of members of a
Cornish local authority.

Richard Penn is checking that all councillors have been scrupulous in their
decision making and have declared all their relevant personal interests.

Restormel Borough Council called in Mr Penn following allegations relating
to former leader Councillor Joan Vincent.

The council has asked the Standards Board for England to conduct a separate
review relating to Ms Vincent.

The board said the complaints it had been asked to investigate related to
the local government code of conduct.

Sale inquiry

They are that Ms Vincent allegedly attempted to secure an advantage or
disadvantage over a council matter and that she allegedly failed to declare
a personal interest in a matter.

The complaints are also that she allegedly failed to withdraw from a meeting
at which she had a personal interest and that she allegedly sought to
influence a decision in which she had a prejudicial interest.

Last year it was revealed that a farmhouse with an acre of land owned by
china clay firm Imerys was sold between 2001 and 2003 to Ms Vincent for
£7,500.

The land, at Great Treverbyn, was then sold for £170,000 last year.

The BBC understands this property sale relates to one of the allegations
made against Ms Vincent.

Imerys is conducting its own inquiry into the sale and said it was not
likely to be finished until at least the end of January.

Ms Vincent, who has been suspended from the Liberal Democrats pending the
result of the inquiries, said she had been advised not to comment until they
were finished.

Mr Penn is expected to report by the end of February.

Councillors guilty of voting scam

Two Liberal Democrat councillors have been found guilty of rigging a local
election in Burnley, Lancashire.

Mozaquir Ali, 44, and Manzur Hussain, 58, obtained more than 160 proxy votes
in the 2004 local government elections.

Preston Crown Court heard the men took advantage of an all-postal vote to
ensure Ali's re-election in the Daneshouse with Stoneyholme ward.

They were found guilty of conspiring to defraud the returning officer of
Burnley Borough Council.



Lib Dem donor faces fraud charges The Liberal Democrats have moved to
distance themselves from their biggest donor following his arrest on fraud
charges in Spain.

Scottish businessman Michael Brown is being extradited to the UK to face a
number of charges including fraud, forgery and obtaining by deception.

Mr Brown donated more than £2m to the Lib Dems ahead of the last election.

But a party spokesman stressed there was "no connection" between the charges
and Mr Brown's donations.

Scotland Yard said the arrest was not connected with the ongoing
cash-for-honours inquiry, or any Metropolitan Police investigation.

Mr Brown, a 40-year-old tax exile, is one of Scotland's wealthiest men, with
an estimated fortune of about £10m.

He was the subject of an Electoral Commission investigation last year after
it emerged he was not registered vote in the UK - despite bankrolling the
Lib Dems' election campaign.

Kennedy 'muppets'

But the watchdog later found it was "permissible" for the party to have
accepted the cash from the financier's Swiss-based company 5th Avenue.

He later said he gave the money because he believed in then leader Charles
Kennedy's ability as a future prime minister "but not the muppets who
purport to serve him".

A Liberal Democrat spokesman said: "We are not aware that this has any

A spokesman for the Serious and Organised Crime agency later said Mr Brown
was arrested under a European arrest warrant issued by the UK.

"We can confirm that a European arrest warrant was issued for Michael Brown
and he has been arrested by Spanish authorities," he said.

Mr Brown is accused of a number of offences relating to fraud, forgery, and
obtaining by deception.

Mr Brown is expected to be flown to the UK to face the charges in about 10
days time.

He made a brief appearance behind closed doors before an investigating judge
at the National Criminal Court on Friday, after being flown to Madrid from
Majorca.

He told the judge that he was prepared to be taken back to Britain and would
not fight extradition. He was ordered to the top security prison at
Valdemora, just south of Madrid.

Ex-council boss admits . attack

A former Derby City Council leader has been given a nine-month prison
sentence suspended for a year for indecently assaulting a seven-year-old
boy.

Maurice Burgess, 58, pleaded guilty at Nottingham Crown Court to assaulting
the boy 23 years ago.

The court heard the former Liberal Democrat councillor had a similar
conviction dating back to 1971.

He was leader of the council from 2003 until July 2005 and an Abbey ward
councillor until May 2006.

The assault happened on an occasion when the boy had visited Burgess's home
to help fold political leaflets.

The court heard Burgess's victim was a regular visitor. His father was a
friend of Burgess.

Burgess became leader after Labour lost overall control of the city council
and his group formed a coalition with the Conservatives.

Tougher procedures

Just over two years later, Labour regained control.

In October 2005 a police investigation into allegations of indecent assault
by Burgess was made public and he was suspended by the Lib Dems.

He continued as an independent member until he stepped down at the May
elections.

Under the Local Government Act 1972, candidates at an election do not have
to disclose convictions that occurred more than five years previously.

The Liberal Democrats in Derby have now toughened their procedures for
selecting candidates.

Current party leader Councillor Hilary Jones said people wishing to stand
for the party were required to disclose all previous misdemeanours.

Councillor questioned over fraud

A councillor has been arrested in Greater Manchester following allegations
of electoral fraud.

Khurshid Ahmed, 48, a Liberal Democrat councillor on Oldham Council, was
arrested by police.

He was questioned on suspicion of forgery and providing false information to
the electoral register officer.

Greater Manchester Police said a 48-year-old man from Oldham was arrested on
Tuesday and was released on bail until July.

Mr Ahmed represents the Werneth ward of Oldham.
