I had some idiot driver run into me and then failed to stop, I got the reg
number and reported it.

The police say they know who the registered keeper is but he sold the car,
and they dont know who he sold the car to. The DVLA does not have a record
for the new keeper.

Is the registered keeper liable for failing to provide details of the person
he sold the car to?
