So to avoid any further fines, need for insurance, tax etc. all anyone need
do is to say that they sold the car but don't know who it went to? I don't
see that it is possible to absolve liability in this way. After all the
'previous' keeper may still be the owner/driver.

Have you checked whether the vehicle is insured using the MIB site?
Have you watched the area the 'previous' keeper lives in?
