IANAL, but ISTR it's valid as soon as issued (since there's no way to
indicate it "starts" at any given date).
That said, you'd be as well to keep it out of the car until 1st April,
as you really don't want to run into a policeman who *thinks* he knows
the law. It can end up costing you time and effort, which will just
turn you into an anarchist ;-)
