I think the story was NuLab (headed by one T. Blair - allegedly a
barrister) *forgot* to make it retrospective. And a judiciary that
were already upset and annoyed by NuLab took great pleasure in finding
that the law couldn't be used against Mr. Haw.

I imagine Mr. Haw was sincerely grateful for the publicity he was
given, which he would never have had if the government hadn't tried to
shut him up.
