Yes. It has a similar legal implication to "looking at you in a funny
way".

*After* the individual has been told that s/he is causing you alarm
and/or distress, then if they continue to look at you in a funny way
or track you with a camera, thay are *possibly* guilty of harassment.
Depending whether the police/court decide that the actions being
carried out were more unreasonable than your alarm/distress.

Unfortunately it is almost impossible to get someone arrested for
stepping on the cracks in the pavement, although our lawmakers are
working on it.
