In order that more people could enjoy the "shopping experience" BAA
designed T5 with a retail area shared by all outbound domestic and
international passengers and transfer passengers. There is only one
departure area for all domestic and international flights.

Someone on a flight involving a transit change at Heathrow would not
go through UK customs/immigration but straight to the airside
departure/shopping area. In the departure area they could switch
tickets with a waiting accomplice booked on a domestic flight from
Heathrow to another UK destination. They could then enter the UK
without going through any border controls.

It happens at airports with similar design flaws such as Gatwick,
Manchester and HR Terminal 1. Fingerprinting/photograph schemes are
also in use or being introduced at these.
