I think the OP is referring to a situation where there are no repeater
signs.

My understanding is that a "lit road" for the purposes of maintaining
a 30mph limit without repeater signs, is one where street lighting is
installed with intervals of no more than 183m in (England and Wales).
I believe there have been arguments about this where street light
columns have been removed for whatever reason and not replaced.

The trouble is that highways authorities often fail to provide the
correct signage, and it is only if a motorist challenges a conviction
or penalty notice that things get addressed. It isn't only speed limit
signs. For example, for years, after replacement of streetlighting
etc. on the Nottingham ring road between the Dunkirk flyover and
Nottingham Knight, there were no clearway signs at all. For all I
know, it might be the same even now.
