I am not against the idea of ID cards per-se , but I am seriously
worried about the cross-linking of them with government (and worse,
third party) databases.

Most people carry their bank cards with them, so I don't feel it would
require a great deal of effort from the public.

It should not be illegal not to carry an ID card, however, the police
could pull such a person in to confirm their ID. This happens already
(I know from first-hand personal experience). At present, this wastes
a lot of police time...

All the "database" needs to do is to validate cards which are
suspected of being lost, stolen or forged. The banks do a pretty good
job of this, so as long as the technology was simple and minimal, it
could work.

I would call the cards, not ID cards, but "Euro-passports". This would
save the problem of Euro-travellers having to carry around bulky
passports for a day trip to France. It would be sensible to use the
same format throughout the EU.
