That implies that, at some time, they made the decision. Many haven't -
they have continued to live in much the same way as their parents did.
Many are incapable of maaging their own affairs - so are barred from
having a bank account.

For those without family or friends - it means trusting a stranger with
your money and trusting a system which seems totally alien and
incomprehensible.

In combination with other problems, very relevant.

Household -- "A domestic unit consisting of the members of a family who
live together..." Many don't have a house.

Taken into account with other factors, it is a problem. Sooner or later
someone asks how the account will be funded.
