And what would that biometric information on the card be compared against?

Anyone can put a photograph on a fake credit card, why is a photo a
stumbling block? Even if we consider CC theft, most retail outlets don't
even look at the signature, and comparing a 5 year old photo to the person
in front of you, is more effort and more open to error, therefore, it won't
help

You can not 100% secure your identity aganst fraud and in attempting to do
so, you'll actually leave your identity and personal information open to far
greater abuse. Please, we don't need military police prying in to every
personal detail of the populace once again .. just read a decent history
book
