It depends where it happened and how pushy the parents are at not
looking after their child.

Where was it? On a major road? On a street?

Was the kid messing about? was he walking to the shops? Did he run out
without looking? How come the ubiquitous CCTV isn't available?

Why offer a payout without knowing the full story?
