Not correct. The post office retained it as proof of their authority to
issue the replacement. The post office were prohibited from issuing a tax
disc if the original was not surrendered. They were also prohibited from
issuing a new one if any of the details of the vehicle had changed from what
was on the previous tax disc (other than the period of validity which was 4
or 12 months at that time).
