The laws are not always as effective as they should be, but the
government is constantly reviewing regulation and improving their
efforts.

Soon cannabis will be reclassified and users will face a pogrom and
more severe punishments. And the screws will be tightened in regard to
tobacco over the coming years.

So you can't say that they aren't trying to protect us.
