Basic living requirements (food & shelter) that is given by the
government to people who are not able to provide it for themselves.

Because I know of people who have been housed that way. People too
old to be fostered or placed in a childrens' home but who are homeless
and considered vulnerable.

I know that nowhere close to 1 in 12 people are living in hostels and
B&B without needing a survey.
