Unfortunately not. There should be though.
If the police can't rake up evidence after, say, 12 months the charge
should be dropped. As a safeguard, the magistrates court could perhaps
extend bail but only after being presented with sufficient evidence to
allow it.
In the meantime, it gives the Police an excuse to go on an elongated
fishing trip, which is surely contrary to natural justice.
