1) A penniless 16 year old is thrown out of the parental home and asks
their social worker for help.
*If* the 16 year old is not pregnant then:
2) Social services arrange for a hostel, residential hotel or B&B for
the 16 year old to stay.
3) The state pays the owner of the B&B, residential hotel or hostel
for the occupancy.
