Cue making them dependent on being registered on the NIR instead... You
have the option of presenting the NIRN (to be checked against the NIR),
ergo no need to actually produce the card!
Also the fact that there were no plans on the 25th doesn't mean that
remained the case on the 26th.
My point being that the quotations from members of the government need
to be read as narrowly and as literally as possible in order to see all
the get out clauses they've left open for themselves...
