I suspect that few are stupid enough to do anything provably unlawful.
They are simply taking full advantage of generous measures that would
never be allowed to anyone else - especially civil servants.
The question is, why aren't such rules given to everyone else? And the
answer is simple - everyone else would also take full advantage of them.
For me, it seems obvious that, if politicians are proven to be as
susceptible to expoiting the system as anyone else - they should have
the same rules as everyone else.
Which doesn't mean publishing their expenses. But does mean that they
don't get to set the rules and does mean that the police will be brought
in should they commit fraud.
