I think OP was referring to precisely the opposite of what you infer.
There are 30mph repeater signs, but no lamp post at the interval required
for the 30mph default. Would the 30mph then be valid in law? Or could he
perhaps get off on a technicality? That was how I read the question.
As said, any official speed sign of the correct type is valid whether
there is a reason for it or not.
