I didn't say they did. But social workers will find accomodation for
a homeless person and make the arrangements needed to get the state to
pay for it.

Are benefits issued to people because they need caring for, or are
they a reward given to people who are self sufficient but have simply
been clever enough to stay unemployed and homeless?
