The problem is that the EU directive, like most, is overly
prescriptive and written for the Napoleonic Code of law where anything
which isn't specifically allowed is illegal. Add to that the usual
irrationality bribed in during drafting by various vested interests
and it's even more of a pigs ear than usual.

If the routes are less than 50km in length driving is governed by UK
domestic rules. The guidance notes for these are just over one side
of A4 in length.

If any leg exceeds 50km the EU drivers rules apply. The guidance
notes for these are 10 pages long and include over 20 charts, diagrams
and reference to EU court rulings as well as advice that employers
consult a solicitor about implementing them.
