Worth a read

"Turning to civil justice, he judges it "extremely disappointing that
the Government has undermined the quality of the English legal system
by failing to provide the resources it requires". While Lord Woolf was
trying to encourage litigants to resolve their disputes outside the
courts, the Government was relying on court users to fund the civil
justice system from court fees."
