In exchange for privileged access to the EU market, the Swiss pay about
€125m net towards the EU funds per annum, the Norwegians about €220m.

In the sense that when the Norwegians and the Swiss want to sell any
products or services into the countries which surround them, they have to
ensure that everything they offer for sale complies utterly with EU
regulations. Regulations which they themselves have no say in shaping.
This also goes for internal matters - the EU has, e.g., launched an
investigation into the company tax regimes in certain Swiss cantons
which, according to EU rules and, therefore, the bilateral agreements
between the EU and Switzerland, constitute illegal state aid.
