And? Its a *grading* scheme - where that is the definition of a
top-grade cucumber. We have had such schemes for hundreds of years,
and it's a right PITA if the grading scheme is different from shop to
shop, so one shop's "large T-shirt" is the same as another shop's
"medium T-shirt"

So what do you consider is wrong with having a *standard* definition
for each grade so that a "first grade" cucumber will be the same
quality whether you buy it in Tesco, M&S or the French Riviera?

It doesn't mean you cannot sell cucumbers that don't conform, only
that you cannot describe them as "first grade" cucumbers.
