All this CRB checking stuff is part of the governmental terror campaign
against its own people. It goes with PC and all the other nonsense like
"photography" and the other new forms of control that have come in during
the last 10+ years. It's social engineering. What for? I can only guess
but it's definitely some sort of panopticon prison like world where almost
every detail of your life will be observed if not micromanaged and
micromanaged it will be if you don't play ball.
