They'd still use an envelope. Council policy 2345/w34 says all
confidential letters must be placed in an envelope, sealed correctly
before posting.
The OP needs to contact the sender and ask them if it was posted.
If the council were writing a letter to the OP and offender then it
might be possible for a mix up to happen on addressing of envelopes.
