How?

Both parties could easily need to interact or work together in the
future. Much easier to do if in blissful ignorance of such things.

The important thing is that the complaint is investigated
sympathetically an fairly and with due regard to proven facts and the
laws an regulations that apply.

If someone doesn't want to be the target of anonymous complaints, I
suggest not moving into a National Park and not driving a bus..
