Does a computer user hooked up to broad band (no tv card in the pc)
require a TV licence?

I'm not sure if it's possible to watch television programmes in real time
these days via broad band but even if it was would I still need a TV
licence if NOT watching those (I don't have or want BBCiPlayer installed
either).
