You don't need a TV licence for a PC with no TV card in it.

I don't think you need a licence to watch programs downloaded using
iPlayer as they're pre-recorded and only available after the program has
been aired. I could be wrong on that given how controlled the UK is
becoming and what TVLA is like :)
