Another problem is not knowing in advance wether you are going to be
accosted by drug nazis with sniffer dogs. It would be bothersome
walking around permanently with pepper impregnated trousers just in
case.

A much better solution for protecting your freedom would be a
transducer and a high frequency signal generator. This would emit a
sound out of the range of human hearing but would cause a blast of
discomfort to the dog. Hopefully it would even attack its handler.
That would be just beautiful. Poetic justice. Such a device would be
small and easy to carry and the drug nazis wouldn't be aware of what
was happening or who was doing it.
